Mark is responsible for the evolution of the “Open” architecture and software implementations used in support of the SCDC’s growing web presence. Serving as the Chief Systems architect, he has managed several long term projects to implement Unix and Linux based servers into an historically Mainframe based shop. Through the adoption of Open Source solutions supporting needs varying from Security to Web and Applications Services, these projects provide advanced I.T. solutions to the Agency Users while maintaining the Financial “Bottom Line”. Mark and his SYSOPS team are an integral part of the Agencies effort to modernize and redevelop inflexible 3270 based applications into the web applications, services and data sharing initiatives required by users and mandated by Executive staff.
Mark has served as technical team leader for South Carolina’s involvement in the National Consortium of Offender Management Systems (NCOMS), developing migration processes to transfer Informix Database designs/components into a DB2 Enterprise environment. NCOMS is a multi-state effort to provide “Open Source” Standardized Correctional Applications modules. He also served as a member of South Carolina’s Information Technology Solutions Security Sub-Domain Committee for three years during which extensive security standards were developed and adopted for State agencies use. Additionally Mark was the administrator of a five year federally funded project to consolidate South Carolina state and local incarceration data into a unified database accessed via a secured web portal for use by Local, State and Federal law enforcement agencies.
