The Mainframe with its 3270 “Green Screens” has formed the historic backbone of the I.T. efforts at the South Carolina Department of Corrections (SCDC). The proliferation of mobile computing and high speed internet access from home has left SCDC users clamoring for more features and modern interfaces for the workplace but a shrinking agency budget has left little room to develop and license new technology to meet this demand. This presentation will illustrate how in an environment where the Return on Investment is measured in months, not years, Open Source is proving to be a valuable ally in creating and managing a web presence for both Users and Citizens.
